THOA CONCERNED ABOUT PROPOSED PRESCHOOL/DAY CARE
Public Hearing Concerning Proposed Preschool/Day Care, June 19, 2023
Subject: The Tuscawilla Homeowner’s Association has major concerns over the zoning of the property allocated at Seneca Bend on the corner of Oak Bend Court and Winter Springs Blvd.
Before the City of Oviedo takes formal action on the zoning of the property at the above location, we
are asking that there must be a serious traffic study on the effects of developing and constructing a
Preschool/Day Care facility at that location. We say this for the following reasons:
1. There would be heavy traffic in the morning and evening with parents dropping off their
children and then trying to maneuver on a street with limited access to Winter Springs Blvd.
With twenty-one existing homes constructed on a narrow street, the added traffic would be a
challenge for existing residents of Winter Springs and the neighborhood specifically to access
Winter Springs Blvd. adjacent to the 417 overpass. You will likely have people trying to turn
around in private driveways and residents unable to get out of their driveways to get to Winter
Springs Blvd.
2. This area on Winter Springs Blvd. is one of the main entrances and exits to Tuscawilla right
adjacent to the 417 overpass, serving a community of approximately 5,000 homes. In the
morning there is a great deal of traffic that flows down Winter Springs Blvd. to Broadway/426.
At the same time, there are many students and parents driving to Oviedo High School. All this is
a recipe for serious congestion.
3. In addition, soon highway 417 is going to be widened, and the bridge overpass will need to be
enlarged. This will seriously affect the traffic flow for at least a year - in and out of Tuscawilla on
Winter Springs Blvd., which will further impede traffic through that section on Winter Springs
Blvd. The property in question is very close to the overpass.
For these reasons, we are asking the City of Oviedo Commission to seriously take into consideration the
above concerns. We want to avoid a serious disruption of the traffic flow and the likelihood of accidents
in this area. We also do not feel this is an appropriate location for a Preschool/Day Care facility.
